A collaborative vision
Kaipara Moana Remediation (KMR) is a decade-long collaboration to protect and restore the Kaipara Harbour so that its significance – for Kaipara Uri and all New Zealanders – is recognised. The historic 9 October 2020 signing of the Kaipara Moana Remediation Memorandum of Understanding between the Ministry for the Environment, Ngā Maunga Whakahii o Kaipara, Te Rūnanga o Ngāti Whātua, Te Uri o Hau, Northland Regional Council and Auckland Council was a joint commitment by the Crown, Kaipara Uri and Regional Councils to protect, restore and enhance the mauri of Kaipara Moana.
Our mission
KMR’s long-term goal is to halve sediment flows into the Kaipara Moana. While KMR’s focus is on reducing sediment, the projects we invest in – to restore wetlands, fence off rivers and streams, plant trees and regenerate forest on erosion-prone land – also bring wider benefits. These include helping valued species to thrive, reducing climate change risks and increasing resilience to storms and other extreme weather.
Investment outcomes
KMR’s investment aims to achieve progress towards four intergenerational outcomes:
Tiaki taiao / Natural Capital: Kaipara Moana is healthy, self-sustaining and naturally productive
Ōhanga / Physical & Financial Capital: Sustainable, resilient and optimised primary production in the Kaipara Moana catchment and harbour
Manaaki Tangata / Human Capital: Local skills and capability, including those held by Kaipara Uri hapū and whānau support innovation, effective land management, and community resilience
Tātai Hononga / Social Capital: Kotahitanga empowers Kaipara Uri and local community participation, including hapū and marae, in local solutions, leveraging opportunities.
We recognise that these are shared outcomes, to which KMR contributes alongside iwi, government and community contributions.

Memorandum of Understanding
On October 9, 2020, a Memorandum of Understanding (MOU) was signed by the Ministry for the Environment, Ngā Maunga Whakahii o Kaipara, Te Rūnanga o Ngāti Whātua, Te Uri o Hau, Northland Regional Council and Auckland Council. The MOU reflects a joint commitment by the Crown, Kaipara Uri and Councils to protect, restore and enhance the mauri of Kaipara Moana for the benefit of Kaipara Uri and all New Zealanders.
