What is the KMR/DOC Community Agreement?
In Auckland, the Department of Conservation (DOC) administers 53,000 hectares of land alongside waterways. These areas of land are known as marginal strips, and they border approximately 45km of rivers, streams, wetlands and coastal margins.
Through the Agreement, KMR and DOC are making it easier for landowners next to these marginal strips in the Auckland part of the Kaipara Moana Catchment to take action to protect the waterways and reduce sediment flowing into the Kaipara Harbour.
Under the Agreement, KMR supports landowners and groups to access our grant funding and expertise to plant suitable natives on neighbouring marginal strips and maintain the planted areas through appropriate weed control.
What projects are supported under the Agreement?
- Projects to plant natives on DOC-administered marginal strips and maintain the planted area through suitable weed control.
- All projects must be located on marginal strips in the Auckland region and within the Kaipara Moana catchment.
- There must be an existing fence between the neighbouring land and the marginal strip.
- All projects must meet certain KMR and DOC criteria and follow specific Health and Safety requirements.
Who can apply?
All landowners, land managers and groups neighbouring a DOC-administered marginal strip in the Auckland part of the Kaipara Moana Catchment are able to apply.
Can other activities be funded under the Agreement?
No. KMR can only fund planting and appropriate weed control on the DOC-administered marginal strips. We cannot fund any other activities on the marginal strips. In addition, KMR cannot fund fencing between the neighbouring land and the DOC-administered marginal strip.
How does the funding work?

You will receive an information pack about what’s required under this Agreement.
A KMR Field Advisor will help you develop your project. They will visit the site and talk you through the project requirements.
You must complete and sign a Health & Safety Plan and agree to work in line with DOC requirements. Work can only begin once DOC has approved your documents and KMR has received a signed contract from you.
After the project is completed, a KMR Field Advisor will visit your site to confirm your project meets all standards. At this time, you will also report to KMR any volunteer hours spent on the project.
You will send KMR an invoice and we will reimburse you.
